Abstract: 

According the World Health Organization (WHO, 1984, p. 9), "Health is a state of complete physical, mental and social well-being and not merely the absence of disease. This is an ideal to be followed, despite all the opacity involved in the meanings produced by this statement. The State launches public policies nationwide, aiming to make real the unattainable: a country without diseases and with socially and mentally healthy citizens. Affiliated to the French Discourse Analysis, this study aims to analyze and understand the meanings circulating in the government's campaigns on oral câncer . The analyzed material is available on the official website of the Ministry of Health, aired between 2013 and 2015, but still available and indicated as dissemination material today.
