The discovery of new oil fields in the pre-salt layer in 2005 in the Santos Basin significantly changed the prospects for the oil and gas sector in Brazil. Vast investments have been made by Petrobras to explore these deposits since 2012, in addition to essential changes in the regulatory framework, which now allow the sector to be explored by private domestic and foreign companies. The objective of this work is to analyze the sector in light of the Structure-Conduct-Performance (SCP) model, taking into account all these observed changes, as well as the problems experienced by Petrobras, including the corruption scandals exposed by the Lava Jato operation.
