To delimit this work, the author prefers the topic "The challenges of Community Leadership in conservation and managing water and water" with the type of case study in Hatugau Village, Lete-four Administrative Post, Ermera Municipality. Currently, the authors are aware and consider that the problem of clean water despite being a global problem, especially affecting the poor countries of the Asian and African continent in the last decade, our country is affected at the national level, even in remote areas. It is true that when faced with a lack of water quantity and quality it affects aspects such as public health, the economy, agriculture, education, and cleanness other aspects that are very relevant to the life of the Nation. Therefore in these problems, we need an urgent and immediate solution to match the community's survival from the present generation and care for the current generation. An immediate security solution can only come from a good and competent community leader, with good management and qualified knowledge in the administration field. However, the fact that community leaders in Hatugausuco have faced both internal and external challenges that have affected the conservation and management of clean water in their communities since the period of independence.
